American Coalition for Clean Coal Electricity (ACCCE)

American Council for an Energy-Efficient Economy – http://aceee.org/conf/09becc/09beccindex.htm
“The American Council for an Energy-Efficient Economy (ACEEE), the Precourt Energy Efficiency Center (PEEC), and the California Institute for Energy and Environment (CIEE) are pleased to have held the 3rd annual Behavior, Energy and Climate Change Conference (BECC). This 2009 conference was held in Washington, D.C., November 15–18th at the Marriott Wardman Park Hotel near the National Zoo.”

Page van der Linden – Same Front Group, Different Day … – Desmogblog, 21/04/2009 – http://www.desmogblog.com/same-front-group-different-day
“»Clean coal» spin by any other name is still spin. In other words, the coal industry has scrapped one front group name for another, as if we wouldn’t figure it out. The coal industry’s $35 million spin machine, Americans for Balanced Energy Choices (ABEC), is now the American Coalition for Clean Coal Electricity (ACCCE).”

Kevin Grandia – Ad firm touts its «clean coal» persuasion work – Desmogblog, 01/06/2009 – http://desmogblog.com/ad-firm-touts-its-clean-coal-persuasion-work
“R&R Advertising has a second case study up on their website discussing the development of ACCCE’s $400,000 website CleanCoalUSA.org. …R&R does not directly attribute the website to ACCCE, but instead to an advocacy group called the Coal-Based Generation Stakeholders … an organization made up of a diverse group of investor owned utilities, rural electric co-ops, public power companies, coal producers and coal-hauling railroads.”

– Hot Air from the Firm Behind «Clean Coal» – PR Watch, 01/06/2009 – http://www.prwatch.org/node/8402
“»The advertising firm behind the heavily-aired ‘America’s Power’ campaign, R&R Partners – Advertising, has come out with its own brag-sheet detailing the ad work it did for the coal industry’s main front group,» the American Coalition for Clean Coal Electricity (ACCCE), reports Kevin Grandia. According to R&R’s public relations account supervisor, Rob Van Raaphorst, the firm «educate[d] our audiences on the importance of coal in their daily lives,» using «grassroots» outreach, «earned media, paid media and advocacy tactics that created a ‘surround-sound’ effect.”.”

“While CBGS had many of the same members as ACCCE has today, the membership list was not identical. When the America’s Power campaign, led by ACCCE, began in 2007, the need for CBGS went away and they dissipated.”

“Jack Bonner said the letter had been sent by a «temporary employee» who has since been fired, and blamed the problem on that one «bad employee.» But a former Bonner and Associates employee who spoke to TPMmuckraker significantly complicated that picture, portraying Bonner and Associates as a place where ethical missteps were far from rare. «They just got caught this time,» he said.”

“ACCCE’s choice of Bonner comes a little surprise, as Bonner has built a reputation as one of the most effective and amoral Astroturf companies inside the Beltway, having generated “grassroots” campaigns on behalf of the tobacco and pharmaceutical industries. When not paying for Astroturf fraud, ACCCE was the top lobbyist on climate change and clean energy last year, spending $10.5 million on powerhouse lobbyists such as the Podesta Group and Guinn Gillespie. ACCCE has been praised for the “sophistication” of its public message of supporting mandatory emissions limits in theory while virulently opposing the passage of any actual legislation. In addition, ACCCE has a $20 million budget for online campaigns for “shaping public attitudes” in favor of coal, has run tens of millions of dollars of television and radio ads, has handed out “clean coal” t-shirts and baseball caps, and even promoted “Frosty the Coalman” carols.”

“The coal industry’s top front group has admitted to hiring Bonner & Associates to block clean energy reform. The American Coalition for Clean Coal Electricity (ACCCE), a public-relations juggernaut funded by electric utilities, mining corporations, and other coal interests to derail mandatory limits on global warming pollution, “acknowledged” paying for Bonner’s “outreach” fraud.”

Brad Johnson – Dirty Coal Group Joining Teabagger Effort to Disrupt Town Hall Meetings – Think Progress – 06/08/2009 – http://wonkroom.thinkprogress.org/2009/08/06/accce-town-halls/
“ACCCE’s campaign, representing coal interests from General Electric to Peabody Energy, requires the efforts of multiple Astroturfing companies, including primary contractor Hawthorn Group, as well as known fraud shop Bonner & Associates, and marketing firm R & R Partners. The “ACCCE Army” will be joining right-wing Astroturf efforts funded by the oil and gas industry to disrupt Congressional town hall meetings across the nation. Americans for Prosperity and FreedomWorks, both bankrolled by oil and gas giant Koch Industries, are orchestrating the “tea party protests”.”

Shameless Front Group Plans More Astroturf – PR Watch, 06/08/2009 – http://www.prwatch.org/node/8489
“The American Coalition for Clean Coal Electricity (ACCCE) is expanding its «grassroots» outreach … «is launching a $1 million campaign» to secure more concessions for coal in the Senate version of the climate change bill. The campaign «will use 225,000 volunteers dubbed ‘America’s Power Army,'» reports Greenwire. «They will visit town hall meetings, fairs and other functions attended by members of Congress and ask questions about energy policy.» … The new ACCCE campaign will be run by the Hawthorn Group, a public relations firm that earlier worked with Bonner & Associates.”

-Coal Lobby’s ‘Purest Form Of Grassroots’ Delivered By GOP Voter Fraud Company – Think Progress, 07/08/2009 – http://thinkprogress.org/2009/08/07/sproul-coal-fraud/
“Even former Rep. Chris Cannon (R-UT), during a hearing on voter fraud, admitted that “the difference between ACORN and Sproul is that ACORN doesn’t throw away or change registration documents after they have been filled out.”. After the coal industry was caught red-handed stealing letterhead and forging fake letters in opposition to clean energy reform, they simply blamed their contractor — a firm with a long track-record of providing exact type of astroturfing they were caught doing. Now with the coal industry hiring a firm with a long history of fraud and possible criminal activity (the Bush administration declined to ever investigate Sproul and his Lincoln Strategy firm), it is clear the industry is interested in defeating clean energy with deceit and purchased support.”

Joseph Romm – Coal lobby hires top GOP voter-fraud company to run massive “grassroots” efforts to undermine climate and clean energy action – Climate Progress, 09/08/2009 – http://climateprogress.org/2009/08/09/clean-coal-lobbying-fraud/
“The coal industry lobbying outfit the American Coalition for Clean Coal Electricity (ACCCE) is pressing forward with an aggressive astroturfing campaign going after U.S. senators — despite the recent revelation that it was responsible for forged “grassroots” letters to lawmakers, attacking the American Clean Energy and Security Act … The new project will use 225,000 volunteers dubbed “America’s Power Army.” They will visit town hall meetings, fairs and other functions attended by members of Congress and ask misleading questions about energy policy… Steve Gates, communications director for ACCCE, told ThinkProgress that Lincoln Strategy Group ran their grassroots campaign last year as well … The new firm managing the “grassroots” campaign for the coal industry has a history that distinguishes it as being one of the most notorious voter fraud organizations in the country.”

Jim Hoggan – Congress Should Expose or Outlaw Astroturfers – Desmogblog. 19/08/2009 – http://www.desmogblog.com/congress-should-expose-or-outlaw-astroturfers
“The venerable New York Times has reported the discovery of “More Fake Letters To Congress” by Bonner & Associates, the Astroturf specialists hired by Americans for Clean Coal Electricity (ACCE) to interfere with the vote on the Waxman-Markey bill. As much as Bonner has tried to deny its involvement, the agency was clearly the source of forged letters, purporting to come from charitable organizations opposed to the climate bill. But then, Bonner’s record is well-recorded.”

More Pollution of the Climate Debate – PR Watch, 19/08/2009 – http://www.prwatch.org/node/8512
“An investigation has identified more faked letters sent to Congress as part of a deceptive campaign waged by the public relations firm Bonner & Associates, on behalf of the industry front group American Coalition for Clean Coal Electricity (ACCCE) … One sent to Representative Tom Perriello reads, «Many seniors, as you know, are on low fixed incomes. The cost to heat and cool our homes, run hot water and use other appliances is very important to those on a budget.”

More Pollution of the Climate Debate – PR Watch, 19/08/2009 – http://www.prwatch.org/node/8512
“One sent to Representative Tom Perriello reads, «Many seniors, as you know, are on low fixed incomes. The cost to heat and cool our homes, run hot water and use other appliances is very important to those on a budget.» Representative Ed Markey, the co-author of the climate bill, is investigating the faked letters. The investigation has identified 58 letters sent to Congress by the Bonner firm, though only 13 have so far been confirmed as forgeries. Markey denounced the letters as «fraud-mongering with senior citizens on clean energy.»

“The latest forgery brings the total number of bogus letters sent to Perriello and two other congressmen to 13, representing a total of nine community groups in Charlottesville and in Pennsylvania. All of the letters were sent by a Washington “grassroots” lobbying firm on behalf of a pro-coal advocacy group in mid-June and urged the congressmen to vote in opposition to the American Clean Energy and Security Act.”

Kevin Grandia – Duke Energy Quits Controversial Coal Lobby Front Group – Desmogblog, 02/09/2009 – http://www.desmogblog.com/duke-energy-quits-coal-lobby-front-group
“The following are talking points related to Duke Energy withdrawing from the American Coalition for Clean Coal Electricity, which Duke Energy has been a member of since the fall of 2007.”

Brendan Demelle – Is Controversial Coal Lobby Front Group ACCCE On The Verge of Implosion? – Desmogblog, 02/09/2009 – http://www.desmogblog.com/controversial-coal-lobby-front-group-accce-verge-implosion
“Duke Energy announced today that it has left the American Coalition for Clean Coal Electricity (ACCCE), the dirty coal front group lobbying against Congressional action on climate change. Will other corporate members of the US Climate Action Partnership soon follow in Duke’s footsteps by leaving ACCCE?”

Kate Galbraith – Utility Quits Alliance over Climate Change – The New York Times, 22/09/2009 – http://www.nytimes.com/2009/09/23/business/energy-environment/23utility.html
“Duke Energy, a large Southern utility that supports action against global warming, pulled out of the National Association of Manufacturers in December; climate was a partial factor, according to Thomas Williams, a spokesman. In August, Duke left the American Coalition for Clean Coal Electricity, also citing climate policy. “It was clear that many influential members would never support climate legislation in 2009 or 2010 no matter how it was written,” Mr. Williams said in an e-mail message. Alcoa, the aluminum company, also pulled out of the coal coalition this summer, with climate policy being one factor, according to a spokesman. Mr. Williams added, however, that Duke had no plans to leave the national chamber, saying that it dealt with many issues.”

“America’s Power Army, the sister organization to the American Coalition for Clean Coal Electricity (ACCCE), sent an email this week to its Astroturf ‘army’ laying out the coal lobby’s plans to barrage key Democratic targets in the coming weeks to ensure that energy and climate legislation provides sufficient loopholes to maintain the Dirty Coal status quo. America’s Power Army, formerly known by the less-militaristic name Americans for Balanced Energy Choices until August 2008, sent its ‘Eye on Washington’ Fall 2009 update.”

– PR Exec Tells How Industry Manipulates Public Opinion – PR Watch, 22/01/2010 – http://www.prwatch.org/node/8852
“He describes PR techniques that industry groups use to create the impression of a scientific controversy about climate change. Industries set up front groups, Hoggan says, like the American Coalition for Clean Coal Electricity, which tried to convince Americans in electoral swing states that coal is clean. Front groups like Americans for Prosperity, which organized the disruptive August, 2009 town hall meeting protests, started out by paying for protesters. Hoggan reports seeing documents that show PR firms charged $1800 per protester. «Companies can buy protesters, and if you are clever with your framing of the issue, these paid protesters attract real protesters,» Hoggan explains.”

Brendan Demelle – ACCCE Hires New PR Firm With Bush Ties To Push Coal – Desmogblog, 05/02/2010 – http://www.desmogblog.com/accce-hires-new-pr-firm-bush-ties-push-coal
“The American Coalition for Clean Coal Electricity (ACCCE) has hired two new public relations firms to hock its message in the wake of the disastrous job done by Bonner & Associates. ACCCE has retained HDMK, a PR firm with very strong ties to former President George W. Bush and the Republican Party, to manage its national media efforts, while Dan Ronayne, a managing director of the Howard Consulting Group, was retained to work with regional reporters. HDMK is run by Terry Holt, the national campaign spokesperson for George W. Bush in the 2004 election and the former spokesman for House Minority Leader John Boehner … HDMK’s other clients include the Republic of Panama, America’s Health Insurance Plans, the Sporting Goods Manufacturers Association and the Real Estate Roundtable. Holt told the National Journal that HDMK will be «part of the strategy team on message development» for ACCCE. ACCCE is no doubt hopeful that HDMK will play a more traditional, behind-the-scenes role in promoting the coal industry’s message.”

Brad Johnson – Progress Energy abandons dirty coal front group ACCCE – Think Progress, 01/03/2010 – http://thinkprogress.org/2010/03/01/progress-energy/
«Its move away from coal propaganda mirrors its recent decision to shut down coal plants and move to cleaner power: Progress paid $1 million to ACCCE in 2008, putting the company among the group’s biggest contributors. But the company has been backing away from coal of late, announcing in December that they are shutting down 11 coal-fired power plants. Instead, they would move toward natural gas, a less greenhouse-gas intensive fuel source. A state paper hailed the move as evidence of “the beginning of the end of the era of cheap coal.” Spending over $40 million a year to promote the “clean coal” myth, ACCCE has exploited veterans, covered up fraud, and promoted mountaintop removal as a solution to the “lack of flat space” in Appalachia.”

“The name of the group might be new, but the ACCCE was basically stencilling a new set of letters on the door of an organization called CEED – the Center for Energy and Economic Development – which had been fighting the war since Kyoto.”

He also offered a warning: ‘Our belief is that, on climate change like other issues, you must be for something rather than against something.’ … Miller raised the communication budget to $35 million (later bumping it up into $40 million or more) and set a near-term goal of boosting support for coal back to 60% while becoming a major voice inyhe 2008 campaign. To do that, coal itself would have to be ‘rebanded’ …: America’s Power’ … As part of the change, Miller decided to fold ABEC and CEED into a new entity, the American Coalition for Clean Coal Electricity, or ACCCE … ACCCE was unveiling a list of ‘climate principles’, a meticulously worded document that repositioned the group for the Liberman-Warner debate. ‘You must be for something.’ … ACCCE spent $10,5 million on Washington lobbyists in 2008, more than any other organization dedicated to the issue.”

But it is. It’s just a really long bridge.”.”

This one started happy but developed a David Lynch wierdness as regular folks smiled and waved the camera, and a voice warned that without coal, ‘we may have to say good-bye to the American way of life we all know and love.”

Sourcewatch – American Coalition for Clean Coal Electricity – Sourcewatch, 08/06/2011 – http://www.sourcewatch.org/index.php?title=American_Coalition_for_Clean_Coal_Electricity
“ACCCE reported spending $3,033,072 on executive and other employee salaries and benefits. ACCCE reported spending $938,070 on lobbying, an additional $15,700 on «issue advocacy,» and $751,359 on «regulatory monitoring.”

“Why doesn’t the world care? One reason is expediency. The inconvenient truth is that coal remains the world’s cheapest fuel for electricity generation and industrial heat and power. Another is coal’s PR. “Clean coal” is its cleverest piece of sophistry. Lobby organizations like the American Coalition for Clean Coal Electricity — sponsored in the past by BHP Billiton, Duke Energy and others — use the phrase to foster the idea we can have both our coal and our climate. Most insidiously, the industry has persuaded many policymakers that dirty coal today can pay for clean coal tomorrow.”

Donald A. Brown – The Ethics Of «Clean Coal» Propaganda – Climate Ethics, 27/05/2012 – http://rockblogs.psu.edu/climate/2012/05/the-ethics-of-clean-coal-propaganda.html
“This deception is classic propaganda because propaganda presents facts selectively to encourage a particular synthesis, or uses loaded messages to produce an emotional rather than a rational response to the information presented. Although many entities on both sides of an issue who are trying to persuade the general public to think a certain way will frequently resort to the use of propaganda, as we shall see, deceptive propaganda is particularly morally odious when it engages in lying or lying by omission. A lie by omission occurs when an important fact is left out in order to foster a misconception. The clean coal propaganda has frequently engaged in propaganda that must be understood as lying by omission, if not outright lying. It is also lying by omission about something which is potentially very harmful, making the lies even more morally abhorrent.”

“The report takes time to sully the concept of Integrated Assessment Models (IAMs) that are a method used to work out how much each tonne of carbon dioxide costs society. This is known as the social cost of carbon (SCC) and the US administration currently has the figure at about $37 per metric tonne.”

“Also cited in the report’s section looking at IAMs is James Risbey, a climatologist now at Australia’s government-funded science agency the CSIRO. The coal report cites a scientific paper written by Risbey 18 years ago and which warned that the use of IAMs came with several pitfalls. After viewing the coal report, Risbey told me: The ACCCE report questions a number of issues as if they were in dispute or subject to major uncertainties that have been resolved for decades.  The report appears to question the relative roles of natural and anthropogenic emissions in driving climate change.  It has long been known that anthropogenic emissions are driving the increase in CO2 concentration.  The ACCCE report appears to question whether greenhouse climate change will cause damages.  The methods of accounting and costing damages from climate change have been contentious and often questioned.  Much of that questioning has been based on a concern that the way damages are represented is too simple, leading to damage assessments that could grossly under-represent the true damages.  The uncertainties relate to the scale of the damages, not to the very likelihood of them happening as implied in the report. In other words, two key sources used by ACCCE in its criticisms of IAMs seem in reality to disagree with the key message of the report.”

“One of those authors is an Australia-based engineer called Alberto Boretti, who recently changed his name to Albert Parker. Dr Parker works on “green engines” at RMIT University in Melbourne. He is a member of a group known as Principia Scientific International whose head claims carbon dioxide is not a greenhouse gas and cannot warm the planet. PSI is on the very fringes of the climate science denial fringe. Dr Parker has published several papers with another Australian, Thomas Watson, who believes CO2 cannot cause climate change and instead has blamed “magnetism” – a theory sparked in Watson’s mind after seeing a UFO while backstage at a rock concert. A claim in the ACCCE report that «observations reveal no acceleration of sea level rise over the past century» was, Hunter told DeSmogBlog, “both misleading and largely irrelevant.”.”

“En medios oficiales se ha empezado a acuñar el término de la ‘Hunosa verde’ para definir el modelo de empresa que podría surgir a partir del Plan de la Minería 2013-2018. El cierre de todas las explotaciones no rentables, tanto públicas como privadas, va a generar una nueva actividad productiva que la Sepi quiere utilizar como rampa de lanzamiento para evitar la desaparición de la empresa carbonífera.”

Heartland Institute’s Smoke and Mirrors Attempt To Debunk Consensus Science – Media Matters, 08/04/2014 – http://mediamatters.org/blog/2014/04/08/heartland-institutes-smoke-and-mirrors-attempt/198805
“While IPCC’s dozens of authors are unpaid, at least three of the NIPCC’s four lead authors are paid by the Heartland Institute. One of the authors, Craig Idso, used to work for the coal company Peabody Energy and wrote a contracted study for the industry group The American Coalition for Clean Coal Electricity. The IPCC reviews the current state of scientific knowledge, while the NIPCC’s references in its Summary for Policymakers include publications that date back to 1904 and few references from this century other than non-peer-reviewed reports from itself and its authors. As climate scientist Donald Wuebbles noted at the end of the Fox News report, the NIPCC report is «full of misinformation» and «not peer-reviewed.».”

“What else are critics saying? The U.S. Chamber of Commerce released a report Wednesday predicting that the new rules could cost the economy $1 billion a year in lost jobs and economic activity. The National Mining Association is running radio spots claiming they will lead to an 80 percent jump in electricity bills. The pro-coal group ACCCE conducted its own study, and concluded that the rules could run up $151 billion in additional energy costs for consumers by 2033. The trouble with such predictions, counters the Environmental Defense Fund’s Ceronsky, is that the economic impact of the rules will depend entirely on how states chooses to implement the standards.”

“A major priority for ALEC and SPN in recent months has been pushing back on the Environmental Protection Agency’s «Clean Power Plan,» which is a set of rules limiting carbon dioxide pollution from coal plants. This week, SPN will hold two separate sessions attacking the Clean Power Plan rules, with presentations from groups like the Koch-backed Independent Women’s Forum and the coal industry front group American Coalition for Clean Coal Electricity. SPN member the Beacon Hill Institute has been central to the anti-Clean Power Plan effort, generating studies purporting to show the costs of the EPA plan–but without actually analyzing the plan. In February, The Guardian revealed that the notorious PR flak Richard Berman (called «Dr. Evil» by 60 Minutes) was secretly funding the Beacon Hill Institute studies, which were released and promoted by SPN member think tanks. So far in 2015, Beacon Hill has released seven «studies» purporting to show the impact of the Clean Power Plan rules in seven states, in partnership with seven SPN member think tanks. As Media Matters has described, those include: Iowa: Public Interest Institute, February 2015 Louisiana: Pelican Institute for Public Policy, February 2015 New Mexico: The Rio Grande Foundation, January 2015 North Carolina: The Civitas Institute, January 2015 South Carolina: Palmetto Promise Institute (formerly Palmetto Policy Forum), February 2015 Virginia: Thomas Jefferson Institute for Public Policy, March 2015 Wisconsin: MacIver Institute for Public Policy, January 2015.”

Graham Readfearn – Bankrupt Coal Miner Peabody Energy Paid Climate Denialist Craig Idso To Write Greenhouse Gas Reports – Desmog, 06/07/2016 – http://www.desmogblog.com/2016/07/06/bankrupt-coal-miner-peabody-energy-paid-climate-denialist-crag-idso-write-greenhouse-gas-reports
“Peabody Energy was revealed as a funder of a web of groups and organisations that have worked to spread doubt over human-caused climate change while fighting rules to cut greenhouse gas emissions. Dr Idso, the chairman and founder of CSCDGC, has written many reports claiming that extra carbon dioxide is a benefit to the planet, while ignoring or downplaying the many negatives. His work was used in a flawed report from the American Coalition for Clean Coal Electricity — a grouping of coal miners, transporters and burners — which argued greenhouse gas emissions were a large net financial benefit to society.  Other reports from the center include “The Many Benefits of Atmospheric CO2 Enrichment”, “Problems with Model Predictions of Species Extinctions” and “Atmospheric CO2 Enrichment: Boon or Bane of the Biosphere?” Idso’s brother Keith and father Sherwood are the only personnel listed on the center’s website. A 2009 Mother Jones article described the Idsos as the “von Trapp family of climate science denial.” Craig Idso has been a regular speaker at Heartland Institute climate science denial conferences and was a driving force behind the organisation’s Non-Intergovernmental Panel on Climate Change reports designed to challenged the UN’s IPCC.  In December 2014 Idso appeared as a speaker at a conference of ALEC – the conservative corporate bill mill which faced acorporate exodus over its climate science denial.”

Joe Romm – Coal CEO admits that ‘clean coal’ is a myth – Think Progress, 06/07/2017 – https://thinkprogress.org/clean-coal-isnt-real-eda3e2841060
“While President Donald Trump continues to tout “clean” coal, coal baron Robert Murray says it’s just a fantasy. “Carbon capture and sequestration does not work. It’s a pseudonym for ‘no coal,’” the CEO of Murray Energy, the country’s largest privately held coal-mining company, told E&E News. … While many clean energy analysts (including me) have long been dubious of CCS for economic, environmental, and practical reasons, the coal industry has touted “clean coal” as the long-term savior of the industry in a carbon-constrained world. That’s why it’s so stunning a top coal CEO like Murray would now say that clean coal isn’t a real thing. “It is neither practical nor economic, carbon capture and sequestration,” he said last week. “It is just cover for the politicians, both Republicans and Democrats that say, ‘Look what I did for coal,’ knowing all the time that it doesn’t help coal at all.” And this is from a guy who is a member of the American Coalition for Clean Coal Electricity — which has spent tens of millions of dollars trying to persuade the public that clean coal is the solution to global warming. ”
